A state is a description comprising the specified values of characteristics and the relationships and attributes (including behaviours) of enumerated entities at a particular place and time.

A state is used to describe the situation at the beginning or end of a process or the exploitation of a capability or any defined point in between: significant changes in the state typically mark the end of a process step, where the outcome of that step becomes the foundation of the next.
